The Office for Budget Responsibility produces independent fiscal and economic assessments, forecasts and reports under its institutional mandate.
Its analytical conclusions must be evidence-based and free from improper ministerial direction. It is not a tax collection agency, spending department or hiring authority for LL Treasury.
